Overview:A team leaderplays the most critical role between operations and implementation, as a team leader who can utilize critical thinking skills, experience, strategy and coaching skills to achieve measurable contract goals. Strengths for applicants should demonstrate effective communication (written and verbal); tactical management supervision, creation and execution of work plan that drive to the implementation of a new service delivery model. DWFS will essentially provide a world-class pipeline of prepared and employment-ready individuals (supply) who will be placed in a Business-driven system by the partner agency (demand).
Primary Objectives of Position: Provides ongoing leadership, coaching and technical expertise to the Staffing Specialists that are providing integrated workforce planning services to career center customers.
Provide Operation Manager, leadership team and staff operational and program support to implement the mission, vision and business plans of DWFS and CSNCFL. Will maintain departmental budget, rate/volume analysis and develop comprehensive, tacticalstrategies and goals to implement a strong service delivery model that improves efficiency and effectiveness while representing the CSNCFL brand.Will implement and oversee Special Projects, initiatives and programs as assigned.
Essential Job Functions:
Coach, lead and develop the Workforce Center team to ensure operations are meeting the requirements of the funding source. Ensure performance and service delivery are consistent, drive meeting/exceeding performanceexpectations and comply with established policy.
Provides leadership, direction and coaching to Staffing Specialists to assist with meeting or exceeding team performance and quality goals. Coordinates activities of Staffing Specialists to ensure the needs of the customers, providers and the Center are being met or exceeded.
Work with the Operation Manager to ensure that the DWFS culture is established and maintained in the project.
Seek out best practices to replicate when and where appropriate. Provide training to all staff on best practices as per the DWFS staff certification protocol.
Develop and implement strategies to incorporate a focus on performance objectives in the daily operations of organizational staff.
Assist management in addressing the administrative needs and provide supervision of the day to day operations of the project.
Represent the Workforce Centers in local, State and National forums as requested by the Board.
Conduct regular meetings with staff to review performance and contract requirements.
Monitor operations to ensure compliance with applicable Federal, State and Local regulations that apply to workforce development business operations.
Establish and maintain positive working relationships with the Board, employers, community partners, supportive service organizations, economic development groups, and all workforce partners to optimize customer satisfaction and community relations.
Provide regular effective communication related to project deliverables to members of the Board, DWFS management, operations staff, community partners and the public.
Assist Operations Manager with hiring and promoting employees based on sound decision making ability, evaluate and recommend personnel actions fairly and quickly, deliver timely coaching focused on improving performance.
Utilize Extreme Customer Service behaviors in all interactions with internal and external customers.

Education: Minimum of a Bachelor's Degree in Business Management, Project Management or applicable degree field.
Experience:Minimum 3 years management experience. Strong business knowledge of operations, performance management and project management.
Skills/Abilities: Requires top level project management, organizational, problem solving and data analysis skills, along with an ability to meet deadlines asrequired by our employees and customers.Ability to act independently and responsibly within the constructs of the contract(s) as assigned. Must have strong written and oral communications skills and the ability to communicate with others at all levels of the organization.Need strong technical skills and commitment to a continually improving quality environment. Must meet Dynamic Works Certification requirements.
Additional Requirements: Must have valid driver's license and adequate vehicle insurance coverage.
