Responsibilities

Under general direction of the Program Director, the Senior Civil Engineer performs responsible administrative and professional engineering work as a licensed professional engineer. Work involves directing floodplain management, reviewing land development applications for consistency with ordinances, and compliance with the National Flood Insurance Program (NFIP). Work requires exceptional teamwork and the use of independent judgment within established policy guidelines. Performs other work as requested.ESSENTIAL WORK TASKS

Actively participates in the senior leadership team to enhance operational efficiency, continually improve client services, and build the capability of the staff. In this role, consults closely with the Public Works Director, Planning Director and fellow senior leadership team members.
Directs floodplain management; performs difficult staffing duties, including hiring and training qualified employees, performance management, and administering disciplinary procedures.
Reviews maps, site plans, plats, drainage studies, stormwater management, and construction plans for development in the City of Central; oversees the review of flood zone forms for all proposed structures. Reviews drainage calculations for storm drain systems and detention ponds for flood control; reviews hydrologic calculations associated with watershed and impact studies.
Explains requirements of NFIP to the general public, elected officials, developers, architects, land surveyors, planners, and engineers.
Provides oversight of the Community Rating System (CRS) program to maintain and improve, when possible, the rate classification.
Compiles reports for the Program Director, Mayor, and Council Members.
Investigates and resolves citizen complaints; inspects and investigates development and drainage issues.
Appears in a variety of public settings to represent the City of Central, including Council meetings, public hearings, public outreach programs, and before various boards and courts to testify in appeals and other legal actions.KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of the principles and practices of engineering, particularly as applied subdivision developments and drainage systems. Knowledge of the Comprehensive Zoning and Development Codes.
Knowledge of the National Flood Insurance Program (NFIP), including the Community Rating System (CRS).
Knowledge of applicable federal, state, and local laws, ordinances, resolutions, policies, and procedures.
Knowledge of Geographical Information System (GIS) software.
Knowledge of NFIP permitting requirements and the software programs utilized in the permitting process.
Knowledge of the basic principles of surveying, building construction, hydrology, and hydraulics.
Knowledge of applicable federal, state, and local laws, ordinances, resolutions, policies, and procedures.
Knowledge of the modern developments, current literature and sources of information regarding professional engineering. Ability to plan, schedule, and supervise a group of professional, sub-professional, skilled and semiskilled employees in a variety of operational and maintenance activities.
Ability to establish and maintain effective working relationships with superiors, subordinates, engineers, architects, contractors, and the public.
Ability to apply good work habits such as punctuality, reliability, preciseness, and dependability in order to effectively complete assigned tasks and contribute to the smooth operation of the department and division.

Qualifications

EDUCATIONAL AND EXPERIENCE
Bachelor's degree in one of the recognized branches of engineering from the Louisiana Professional Engineering and Land Surveying Board
Ten years of experience in professional engineering (such as highways, streets, bridges, and/or drainage planning and/or construction)
Three years of managerial experience (may include complex project management).SUBSTITUTIONS

Any equivalent combination of education and experience as recognized by the Louisiana Professional Engineering and Land Surveying Board.

CERTIFICATIONS / LICENSES / REGISTRATIONS
(Must possess below at the time of appointment and must be maintained current throughout employment in this classification.)
Possession of a license to practice professional engineering as issued by the Louisiana Professional Engineering and Land Surveying Board.
Position(s) of this classification may require a valid Louisiana driver's license. If license is required, must be maintained throughout employment in this position.
